Thanks a lot for including Truecrypt in the packages.
I shall test it and provide feedback ASAP.

Truecrypt works. Installation was not easy since the computer is not
connected to the internet. Procedure followed:

a) installed Paldo 1.15 stable
b) downloaded Truecrypt package (testing) from repository
c) inserted package without extraction to /upkg folder
d) sudo upkg-install truecrypt did not work
e) untarred package
f) manually inserted all files in package to respective target folders
within the / filesystem
g) icon appears in the system submenu
h) Truecrypt able to make volumes, encrypt, and decrypt
i) Question? Is this the only way to install the package when not
connected to the internet?

You can create a own local Repository ( http://www.paldo.org/wiki/HowtoBuildPackage ).

With a own Repository its easy to install a pakage with upkg-build.

Why should I build a package from source? I already used a package:

truecrypt-x86-glibc-2.8-gcc-4.3.1-6.0a-testing.tar.bz2
from the paldo repositories. I understand that my procedure is wrong.
My question is as follows:
Given the package above, how do I install truecrypt to a computer not
connected to the internet?

it is the only way without internet-connection. upkg needs internet-connection ALWAYS.
